Executive Leadership


M.N. Scott Ulvi – President and CEO

Scott Ulvi has over 25 years of management and leadership experience. He has served in executive level positions with high growth firms since 2002 with responsibilities that have included Business Development, Operations Management, and Executive Leadership. Mr. Ulvi has been directly involved in Financial Planning, Performance Management, People Development, and overall business performance.

As the founder, President, and CEO of Triumph Enterprises, Mr. Ulvi has overall strategic and operational responsibility for the growth and development of the firm.  As the CEO he determines the direction, vision, and strategic plan for the company.  Mr. Ulvi credits the exceptional people who serve Triumph’s Clients and the firm’s supporters with the success that the company has realized to date.

Mr. Ulvi has held previous positions in corporate management including Vice President of Corporate Development for a mid-sized 8(a) firm. At this firm he managed the Corporate Strategy, Business Development, Organizational Development, and Financial and Operational Planning. During his tenure, he grew his business unit from $2M to $10M.  Prior to this, he held the position of Director of Small Business Programs for a large federal contractor.  In this capacity he was responsible for overall planning, management, and profit and loss of a business unit focused on assisting small businesses as a Mentor in DOD’s Mentor-Protégé Program. 

Lee Plumb – Vice President of Homeland Security Sector

Lee Plumb brings over 32 years of leadership and management expertise in the federal professional services environment to Triumph Enterprises. Mr. Plumb joined the firm in October 2008; he currently serves as Vice President for Triumph’s Homeland Security Sector.

Mr. Plumb’s experience stems from several large and small Federal contractors supporting a variety of customers, including the Navy, the Department of Energy (DOE) and the Department of Homeland Security. He has led engineering services and program management organizations of more than 125 employees with annual revenues in excess of $25 million. Mr. Plumb has opened and managed corporate field offices. He spent three years overseas as an integrated logistics support consultant to the Royal Australian Navy’s new submarine construction program.  Mr. Plumb received his B.A. in Business Administration and Economics and M.B. A. from Rollins College.

As Vice President in charge of Triumph’s Homeland Security Sector, Mr. Plumb is responsible for the growth and development of this important market for the company and its employees.

Robert J. McNeil (Bob) – Vice President of Army Sector

Bob McNeil is a 30 year Army veteran who possesses a rich background in both leadership and logistics.  Mr. McNeil joined Triumph Enterprises in September of 2009; he currently holds the position of Vice President of the Army Sector.

Over the course of his Army career, Mr. McNeil served at all levels of command and staff to include Battalion and Bridge level Command.  Additionally, he worked as a senior Army logistics staff officer at Division and Army levels. His last assignment as a senior officer in the Army was as the Commandant of what is now the Army Logistics University. Bob received his Bachelor’s degree in Political Science from North Carolina Agricultural and Technical State University. He also holds a Master’s degree in Logistics Management from the Florida Institute of Technology.

As Vice President in charge of Triumph’s Army Sector, Mr. McNeil is responsible for the growth and development of this important market for the company and its employees.

Jeff Neal - Vice President, Contracts and Administration

Jeff Neal is a business executive with nearly 30 years of experience in the government services industry.  He possesses over 20 years of management expertise, directing team efforts in all compliance matters including contract negotiations, prime/sub-contract administration, procurement, pricing, data security and various areas of overall business management.  Mr. Neal’s tenure with Triumph Enterprises began in 2010 when he assumed responsibility for Contracts and Administration. 

Prior to joining Triumph, Mr. Neal worked for a large public traded company, advancing to the position of Executive Vice President of Contracts and Procurement.  He worked at several mid size companies as the Director of Contracts.  Early in his career, he held various operational program management positions supporting several DoD programs. In 2009, he was named by ExecutiveBiz as one of Top 10 Contracts Executives to watch.  Mr. Neal received a B.S. in management and marketing from Old Dominion University in 1983, and received his Master’s certificate in government contracting from George Washington University in 1991.

Jeff Neal’s responsibilities at Triumph include:  Leading Human Resources, Recruiting, Information Technology, Contracts, Finance, Accounting, and Facilities/Administration.  He is responsible for planning the growth and development of these important Corporate functions to execute alignment with the company needs.

Peter Armatis - Vice President, Corporate Development

Peter Armatis has over 20 years of leadership and management experience as both a Business Leader and a Commissioned Officer in the United States Navy.  After 10 years of Honorable service, he spent four years working as a Service Manager, Account/Sales Manager, and Regional Product Manager for two large international Corporations, one privately-held and one publically-traded.

Mr. Armatis started in the Defense Industry as part of a small private company which realized rapid growth and was eventually acquired by a large business in 2005.  His responsibilities ranged from technical support to Program Manager, in time transitioning to Business Development. Mr. Armatis led the Business Development and Strategic Planning efforts for a Sector in a large $2.5B corporation. He was promoted to the role of Operations Officer where he helped guide the construct, planning, and operations of a $300M Business Unit, which was created by merging several companies, and subsequently integrated three additional acquisitions.  In, 2007 he accepted the role of Vice President of Business Development Operations where he was responsible for the growth, marketing, business intelligence, and proposal support for a $300M Business Unit.  Prior to joining Triumph, he served as the COO for a small business with $13M in revenues, leading the overall operations and  working to position the company for long-term stability, growth, and internal process improvement. Mr. Armatis received a B.B.A. (Marketing) from the University of Mississippi.

As Vice President of Corporate Development, Mr. Armatis is responsible for the planning and execution of Triumph’s long-range Strategic Plan, leading overall growth and Business Development as well as Triumph’s internal/external processes and communications.
